The best insurance option in Maryland for most motorcycle riders is Progressive because it combines a generous package of coverage options with rates that are cheaper than average.

The average annual rate for Progressive is $634 for full coverage, 11% cheaper than the state average overall.

For those rates, Progressive customers automatically get full replacement cost coverage, OEM parts and $3,000 in coverage for accessories and custom parts as part of their standard coverage. They can also get:

  • Total loss coverage for a new bike: for a motorcycle no more than one model year old that is totaled, you get the full suggested retail price for a new one, minus your deductible.
  • Roadside assistance and trip interruption: includes a free tow to the nearest repair shop, and can be upgraded to include $500 for food, hotel or transportation if you're away from home.
  • Carried contents coverage: protects items like phones, camping equipment and hunting gear that you carry on your bike.

To help make coverage even more affordable, Progressive also offers a diverse set of discounts, including:

  • Bundling
  • Advance quote
  • Safety course
  • Motorcycle endorsement
  • Responsible driver
  • Discount for switching from another company
  • Automatic payments
  • Harley Owners Group affiliation
  • Pay in full

Progressive also has the lowest rate of complaints we found among Maryland companies surveyed, indicating it has good customer service. According to the National Association of Insurance Commissioners (NAIC) Complaint Index, Progressive gets 11% fewer complaints than expected for a company its size.

Best for low rates: Geico

Geico has the lowest rates in Maryland by a considerable margin, though you will have to make do with more limited options.

If price is a primary factor for you, we recommend Geico as a top choice in Maryland. The company offers the lowest rates we found, but it comes with more modest coverage options.

The average cost of motorcycle insurance from Geico is $505 per year, which is $129 per year less than the next-closest competitor, Progressive. Geico also charges 29% less than the state average.

Geico customers can boost their savings with a few discount options. Those range from bundling policies to taking a safety course to simply being a driver older than 65 years old.

Some of the downsides of Geico include limited coverage options and less-than-stellar customer service. Geico has options for roadside assistance and accessories coverage, but not much else. The company has a good financial stability rating from AM Best, but also gets 32% more complaints than expected, according to the NAIC.

Best for military members: USAA

USAA gives a select group even better rates on one of the best options for motorcycle coverage.

Maryland has the 12th-most active-duty military members stationed within its borders of any state. Through USAA, they can get a good deal on motorcycle insurance with strong coverage options and good service ratings.

USAA's motorcycle insurance coverage is from Progressive, but at a 5% discount. Progressive is already the second-cheapest option we found for an annual policy and has the best set of coverage options.

Note that USAA is only available to active military members, veterans and some of their family members. The company mostly sells policies online, so you likely will not be able to work with an agent.

NAIC Complaint Index
AM Best rating

NAIC scores are based on each company's combined premiums for motorcycles and cars because the organization combines them into a single industry category.

Your experience with a motorcycle insurance company can tie heavily to high-quality customer service, so it should factor into your purchase decision. Two ways we measure that service are the Complaint Index issued by the National Association of Insurance Commissioners (NAIC) and the AM Best Financial Strength Rating.

A company with a better AM Best rating is more financially stable and in a better position to pay out claims to all of its customers during tough economic times. The NAIC Complaint Index compares a company's share of the overall insurance market to how many complaints it gets. Lower numbers indicate better performance, and the average score is 1.00.

Maryland motorcycle insurance requirements

Maryland riders are required to purchase a minimum amount of motorcycle insurance to drive legally. Those requirements include bodily injury liability and property damage liability coverage.

Bodily injury liability$30,000 per person/$60,000 per accident
Property damage liability$15,000
Uninsured motorist bodily injury liability$30,000 per person/$60,000 per accident
Uninsured motorist property damage liability$15,000

We suggest riders purchase more than just the minimum level of required coverage. An accident can bring high medical bills, sometimes more than the $30,000 limit. Comprehensive and collision coverages protect your own bike in a range of situations.

We collected motorcycle insurance quotes directly from five major companies in Maryland: Progressive, Nationwide, Geico, Dairyland and Allstate. The sample rider is a 45-year-old married man who owns a 2021 Harley-Davidson Street Glide. The coverage limits we used, which surpass the state minimums, are:

  • Bodily injury liability: $100,000 per person/$300,000 per accident
  • Property damage liability: $50,000
  • Collision: Included/$500 deductible
  • Comprehensive: Included/$500 deductible
  • All other coverages: Not included unless legally required
