2015 Safest Places in Indiana

When deciding where to live, safety is a top priority. Our team at ValuePenguin has analyzed the most recent FBI Crime Report to determine the safety of cities in Indiana. These 84 ranged in crime score from 72 to 4,845, with an average of 1,253. Four of the five safest cities and towns are suburbs within 20 miles of the state’s eponymous capital. Indianapolis itself, however, fell to the bottom of our rankings despite the fact that we adjusted our crime score metric for population size. The score also took into account both the amount of violent and property-related crimes per 100,000 people (more on our methodology below). For more insight, take a look at the report:

5 Safest Places in Indiana

These cities have an average crime score of 255, 79 percent lower than their typical peer in Indiana. With some of the state’s lowest total violent crime rates, these five are the safest places in the state.

1. Zionsville, Ind.

With the fewest violent and property crimes per 100,000 people, Zionsville takes the top spot in our study. The town’s crime score – the lone sub-100 mark recorded in the state – is 76% lower than that of the four on this list. A safety score like this comes at a cost. The estimated median home value in 2012 was $329,818, or 168% higher than that of the average Indiana city. Zionsville has long been anything but average. President Lincoln made his first train stop here to give a speech prior to his first inauguration.

2. New Whiteland, Ind.

New Whiteland, where the average age of residents is 33, is the least populous – and southernmost – city among the top five. According to the town’s own crime report, 154 arrests were made in town in 2012, down from an average of 199 over the previous for years. Gun permits, however, are on the rise in the town, which prohibits the use of firearms in its parks.

3. Carmel, Ind.

The most populous city among the top five, Carmel is used to the adoration. It was named Money magazine’s No. 1 best place to live in America in 2012. Speaking of dollars, residents here earned an estimated median household income ($104,433) that is 123% higher than the state’s average. Interestingly enough, Carmel was settled under the original name by Bethlehem by a group of Quakers.

4. Fishers, Ind.

The fourth and final city to crack 300 in crime score, Fishers is a seven-mile drive east from the previous city on this list. It was a town for the first 142 years of its existence before electing its first mayor on Jan. 1, 2015. Fishers has also already released its crime report for 2014, and it paints a similarly rosy picture. All the more impressive is that this is a town – ahem, city – that’s populous has grown by 120% since 2000.

5. Dyer, Ind.

The safest mid-size – and the northernmost – town in our study, Dyer rounded out the top five overall. An hour’s drive south of Chicago, Ill., it has an Amtrak connection the “Windy City.” The 28 full-time sworn police officers here have task of covering approximately 45 miles of streets, plus its mini version of New York’s Central Park of the same name.

Although we adjusted for population in our crime rankings, it is still difficult to compare a small town to a large city. To account for this fact, we separated the safest cities into three categories: towns with populations between 5,000 and 10,000, midsize cities with populations between 10,000 and 20,000, and larger cities with populations greater than 20,000. Methodology

To rank these places, we collected data from the 2013 FBI crime statistics by city, which provides the most recent crime data available. Not every town participates in this report and we also excluded towns with fewer than 3,000 residents because towns with small populations are more sensitive to crime score fluctuations for fewer crimes committed. The raw data report included property crimes (burglary, larceny-theft, motor vehicle theft, and arson), and violent crimes (murder/manslaughter, forcible rape, robbery, and aggravated assault) from all law enforcement agencies that chose to partake in the FBI Uniform Crime Reporting program.

We standardized the data to reflect violent and property crimes per 100,000, to account for population. Then, we aggregated a “crime score” by weighting violent crime at 90% and property crime at 10%. Though property crime is more prevalent, we figured that violent crime is more concerning to town residents. Then we adjusted the crime score for population size, giving more slack to larger cities. Finally, we ranked the cities based on their crime scores. Here is an alphabetical table of all cities included with their ranks, making it easier to compare different cities.
